Who did the banks have to pay with the bailout?

It is a plus/minus game, a transfer of wealth. While Americans are the losers, as we are bailing out the banks (and may need to again soon), who or what is ultimately receiving the cash (the winners)? If we are just refreshing the banks assets, who did the banks pay?
